Kuze is one of the three lieutenants of the Tojo Clan's Dojima Family during the events of Yakuza 0; as such, he is one of the many people who are after a patch of land called the Empty Lot, which will allow him to become a Captain for the Dojima Family as well as promote his Patriarch Sohei Dojima to the Tojo Clan's Chairman.
Determined and proud, Kuze is the oldest and most ill-tempered of Dojima's chief lieutenants. He is presented throughout the entire campaign of Yakuza 0 as protagonist Kazuma Kiryu's most persistent adversary.
Kuze used to be a boxer in his youth, but eventually retired and joined the Tojo Clan yakuza organization where he utilized his boxing skills and strong build for jobs. He was sorted into the Dojima Family under Patriarch Sohei Dojima and Captain Shintaro Kazama.
By the late 1980s, Kuze rose through the ranks of the Family. He became a lieutenant of Dojima, and began to head his own subsidiary, the Kenno Clan, underneath the Dojima banner. As of 1988, he was an oath brother of fellow lieutenants Hiroki Awano and Keiji Shibusawa, though secretly they worked against each other to become the new Captain.
In June 1988, as part of the ongoing dispute over the Empty Lot patch of land and the rising tensions between Dojima and Kazama, Kuze, Awano and Shibusawa betrayed the latter over to the police and tipped off about a gambling place under the Kazama Family patronage. With Kazama out the picture, the three lieutenants continued their bid to become the next Family Captain.

After their defeat by Kiryu, in addition to Awano's death and Dojima's downfall, Kuze and Shibusawa were arrested by the police for their affiliation and actions. Their imprisonment signaled the eventual decline of the Dojima Family.
